The partnership combines IBM's sovereign core infrastructure with Sarvam's Sovereign AI stack. IBM brings enterprise-grade sovereign compute and platform capabilities, along with decades of delivery across central and state government programmes. Sarvam brings its full-stack AI platform, with reasoning, language and voice models built in India.
Together, the combined offering is purpose-built for the public sector and regulated enterprises, where AI needs to work within existing environments while meeting India's data residency and governance requirements.

The partnership powers use cases across citizen services and the systems organisations already operate.
Government-to-citizen services can be delivered at population scale, with citizens served in their own language, including by voice. A citizen can access a government service or resolve a grievance through a phone call, in the language they are most comfortable using.
For organisations, the combination provides a way to bring these AI capabilities into the systems and workflows they already operate, spanning document processing and administrative work.
AI runs on IBM's sovereign core, so government and enterprise data stays within infrastructure they control, meeting India's data residency and governance requirements.
From pilots to production
Moving AI from a pilot into production requires organisations to work through the technical, operational and governance requirements of deploying it within their existing environments.
The IBM GovTech AI Innovation Center in Lucknow will serve as the partnership's incubation and demonstration hub. Government departments, public sector organisations and enterprises can use the center to test solutions and work through the requirements of moving AI from pilots into production.
Together, IBM and Sarvam will help governments and regulated enterprises move from AI experimentation to production systems that serve citizens every day.
